Born in 1955 in Rivne oblast.

Education: National Taras Shevchenko University of Kyiv, Faculty of Romanic and Germanic Philology (1979).

Employment:

• 1981–1989 — Main Department for Protection of Secrets in the Press of Ukrainian SSR;
• 1989–1990 — Deputy Director, Kyiv branch of the Moscow headquarters of the International Association of the Detective and Political Novel;
• 1990–1994 — Deputy Chairman of the Board of "Inform VT Service";
• 1994–1999 — Deputy Director, Konrad Adenauer Foundation Representative Office in Ukraine;
• Since December 1999 — Razumkov Centre Director General.
